The Social Development Plan provides a comprehensive framework aimed at addressing the social needs of all stakeholders involved in the Manila Solar City Project. Similarly, the Information, Education, and Communication (IEC) Plan is strategically designed to inform and engage the stakeholders and communities within the City of Manila about the upcoming development, highlighting its potential benefits and addressing any concerns that may affect their community.

The Manila Solar City is a joint venture between the Manila Goldcoast Development Corporation (MGDC) and the City of Manila. The project is governed by the Environmental Impact Statement (EIS) System under the Department of Environment and Natural Resources (DENR) Department Administrative Order (DAO) 2003-30. An Environmental Impact Assessment (EIA) study for the project was submitted to the DENR-Environmental Management Bureau (EMB), and an Environmental Clearance Certificate (ECC) was issued in 2014. The ECC included conditions, such as the submission of a detailed Social Development Plan (SDP) and an Information, Education, and Communication (IEC) Plan.
